Automologist Harold has been writing for years about the horrendous traffic problem in Manila and a long-term solution that he has always advocated is a proper mass transit system. He is excited that finally a US$7 billion Mega Manila Subway is now to be constructed.
What so many of the Philippines' past presidents did not have the guts nor means to implement, the present controversial, strong-handed “dirty Harry” President Rodrigo Duterte did. The long awaited Manila subway, first conceived in 1973, is now approved for construction. Duterte had to wrestle the usually timid National Economic Development Authority to have it approve and had to court Japanese Prime Minister Shinzo Abe to give a USD7 billion ultra soft loan (0.1% interest per year) payable in 40 years with a 12-year grace period. This loan agreement was reportedly signed during the recently concluded ASEAN Summit in Manila.
When finished, it would be the first underground train system in the Philippines, with a predicted daily ridership of 370,000 in the first year and over 1,000,000 a day when integrated with the present MRT and LRT lines. It would also become the fifth underground rail system in Southeast Asia, after the currently operating Bangkok Metro and Singapore's Mass Rapid Transit, and the under construction Jakarta Mass Rapid Transit completing in 2017/2018, and Ho Chi Minh City Metro operating from 2020. The first phase of the project will have thirteen stations, from Mindanao Avenue in Quezon City to Ninoy Aquino International Airport in Paranaque. Some of the stations—such as that in North Avenue, Quezon Avenue, Anonas, and Katipunan—will intersect with the existing rapid transit lines of the Manila Light Rail Transit System. Construction of this 57.7 kilometer subway is expected to start mid-2018 and initially targeted to be completed in 2025, although Transportation Secretary Tugade is working with the Japanese contractors to expedite the project, so that it becomes operational when President Duterte ends his term in 2022.
It seems a perfect coincidence that the Japan International Cooperation Agency (JICA), which funded a study that recommended the fine prints of this PHP370 Billion (US$7 Billion) subway, was the same JICA which estimated, in another study, that the total fuel, labor and business losses in Metro Manila due to traffic jams is about PHP370 Billion a year.
It is madly unthinkable how previous administrations and presidents have sat on such a strategic project! They have allowed the Philippines to incur productivity loses of PHP370 Billion a year for the last 44 years (smaller in earlier years) instead of “extra-judicially” looking for PHP370 billion to construct the solution to this 44-year-old mess!

Dapat po sana pag aralang mabuti ang subway system na gagawin ng gobyerno, at napakalaking project. Ang subway po ay nasa ilalim ng lupa at bubutasin. Currently the air conditioned sytem on elevated track like MRT and LRT had malfunctioned. The subway system was purely developed in other ASEAN countries including European countries because of winter, malamig po sa ibang bansa kaya ok ang subway system. I doubt sa init po ng ilalim baka hindi tumagal ang airconditioned system ng ating proyekto. The project will become white elephant, even now our MRT and LRT system has no physical king size maitenance and always perpetual repair. Sayang ang pera ng mga ating bayan sa mga corrupt officials. Pag nawala po ang mga corrupt, maaaring umasenso ang ating bayan. We need our scientists and engineers to vet this particular project. Hindi maganda ang klima ng ating bansa. pag aralan po natin itong project. baka mas lalo po itong malala sa LRT/MRT projects.

DeleteFrom the very start ... and many years back, I had been a consistent advocate of making an underground subway which I had proposed to totally resolve in long term our lingering heavy traffic problem within the Metro. I also had envisioned that the project should include two layers or ducts each with 2-3 rails equipted for fast trains much like the TGB's of France but slower than the Bullet trains of Japan. Having been to some sountries with efficient managed underground railway systems (like Feance, UK, Japan, Singapore and lately Taiwan) ... I can surely say that this must be the surest solution second to none. But my mindset is entirely different when it comes to setting Central Stations (or terminals). My idea was to create a straight major backbone for fast operation. My proposal is to have major stations on Balintawak (or Monumento), on Cubao (say Farmer's Market or Gateway), Ortigas Business Center (say Robinson or ShangriLa), Bonifacio Global City (BGC), Ayala Central District and MOA. It is from these Central Terminals that other terminals can branch out ... like to NAIA from the BGC, to Pasay from MOA, to Legarda/Quiapo from Ortigas, etc. From those countries having such underground railways ... floding had never been a problem. Taiwan was once plunged into a deep street flood, but its 3-tier underground train station had been down for few days and was put back to normal operation without much delay.

DeleteYour fears are unfounded. Temperature below ground is lower than above ground in tropical countries like the Philippines. As an example, Hongkong has a climate approximating that of the Philippines and it is cooler down there in their subways. If you do not believe search the internet or ask Mining engineers if you happen to know one. Usually, subways do not go below 1000 meters below the ground and yet it is safe to say at 1000 meters (3280 ft) the temperature is 30 degrees centigrade but goes hotter as it goes beyond 1 Km.

ReplyDeletetoo many stations in QC. perhaps they could consolidate some stations like Anonas and Katipunan. there are already a pair of stations in LRT line 2.

ReplyDeleteThe subway is a welcome project, it also places the Philippines in-step with it's progressive Asian neighbors aside from the benefits it does in solving traffic and economy. The concern of anonymous writer above that the temperature below ground is hotter than above ground is unfounded. In fact it is lower like 20 degree centigrade at some 2 meters below ground but increasing up to 30 degree at about 1000 meters below ground. These figures are close approximations.
